COL: Una iniciativa a favor de les ciclistas

La bicicleta es un medio de transporte ecológico, saludable y económico. Cada vez son más les personas que optan por usarla para trasladarse en la ciudad, ya sea por trabajo, estudio o recreación. Sin embargo, les ciclistas se enfrentan a diario a condiciones adversas e inseguras en las calles, que ponen en riesgo su integridad y su vida.

Por eso, me parece muy acertada la iniciativa que presentó le diputade Juan Carlos Regalado Ugarte ante el Congreso de Aguascalientes, para modificar la Ley de Movilidad del Estado y permitir a les ciclistas circular por la banqueta cuando las condiciones del arroyo vehicular no sean adecuadas o sean inseguras.

Esta iniciativa busca garantizar el derecho a la movilidad de les ciclistas y protegerlos de situaciones como inundaciones, baches, basura o reparaciones que dificultan o impiden su paso por la vía pública. Asimismo, busca facilitar su circulación en el centro histórico de las cabeceras municipales, permitiendo el doble sentido en algunas calles.

La iniciativa también incluye a otros vehículos no motorizados como patines, patinetas y monopatines, y propone restringir el estacionamiento de automotores en avenidas estrechas y concurridas, para garantizar una distancia mínima de 1.5 metros entre los vehículos motorizados y los no motorizados.

Desde esta columna, reconozco el trabajo de le diputade Regalado Ugarte y su compromiso con la movilidad sustentable y la seguridad vial. Creo que esta iniciativa es un paso importante para fomentar el uso de la bicicleta y otros medios alternativos de transporte, y para generar una cultura de respeto y convivencia entre les diferentes actores viales.

Espero que esta iniciativa sea aprobada por el Congreso y que se implemente de manera efectiva. Creo que es una oportunidad para mejorar la calidad de vida de les ciclistas y de toda la ciudadanía.

An initiative in favor of cyclists

The bicycle is an ecological, healthy and economical means of transport. More and more people choose to use it to get around the city, whether for work, study or recreation. However, cyclists face adverse and unsafe conditions on the streets every day, which endanger their integrity and their lives.

That is why I find very appropriate the initiative that Congressman Juan Carlos Regalado Ugarte presented to the Aguascalientes Congress, to modify the State Mobility Law and allow cyclists to circulate on the sidewalk when the conditions of the vehicular stream are not adequate or unsafe.

This initiative seeks to guarantee the right to mobility of cyclists and protect them from situations such as floods, potholes, garbage or repairs that hinder or prevent their passage through the public road. Likewise, it seeks to facilitate their circulation in the historic center of the municipal capitals, allowing two-way traffic on some streets.

The initiative also includes other non-motorized vehicles such as skates, skateboards and scooters, and proposes to restrict the parking of motor vehicles on narrow and busy avenues, to guarantee a minimum distance of 1.5 meters between motorized and non-motorized vehicles.

From this column, I recognize the work of Congressman Regalado Ugarte and his commitment to sustainable mobility and road safety. I think this initiative is an important step to promote the use of bicycles and other alternative means of transport, and to generate a culture of respect and coexistence among the different road actors.

I hope that this initiative is approved by Congress and that it is implemented effectively. I think it is an opportunity to improve the quality of life of cyclists and all citizens.
